Had an encounter today with a driver talking on a cell phone who drifted into the car pool lane...traffic in the car pool lane is flowing at 70, he's doing about 40.
I don't think it's a bad idea, but cell phone are just one of dozens of distractions while driving. Lately I've seen people eating entire meals, applying makeup, hitting their kids, reading the newspaper, and changing CDs. These activities are just as dangerous as chatting on a cell phone IMO.
Bingo. And nav systems, iDrive, hybrid displays, etc. - all significant distractions also...
definitely should have done this long time ago (though i admit guilt for doing this from time to time....). and man, 2 yrs to educate people? that's stupid....
It's a good law, but all but unenforceable. It's like the national 55-MPH speed limit that was in effect, at least on paper, from 1974 to 1987. Too many people are thumbing their noses at it for it to work. And the cops....the primary people who will be " enforcing " it....often use hand-held radios THEMSELVES in their OWN police work while driving.

like its gonna change anything. people do it all the time here in NJ. no one cares. u think with alll the cars out there in CA, they will start pulling people over.... that will never happen. they should be more worried about old people driving then the people on cell phones.
haha! I've seen some cop cars with tinted windows, too.
