1054hp isn't even remotely close to a record for a street legal car. Now maybe it's a record for hp for a tuner car that can be bought, street legal, as new, with this kinda power... but the number of guys out there who have (admittedly not very easily drivable, but still technically street legal) hot rods putting out 2-3 thousand horsepower and more.

Maybe they mean production? Aren't these tuner companies that buy Porsche shells and engines and get their own VIN numbers?

Yeah I could see that being the case. But then I wonder how they derived that 1054hp because the Bugatti Veyron, despite being rated by VW at 1001hp (they just picked that number to make it sound cool) is actually SAE certified at up to 1026hp.

If that 1054hp is not SAE certified, there's a good chance the Veyron might actually make more certifiable power.
