When I was visiting Asia, our taxi guy never shut off the engine on fill up.
I asked him to shut it off and he said "Why?"
He did the 2nd time when I threatened not to pay him
As a matter of fact, everyone filling up didn't do it, so if our car didn't blow up, others around would anyways---so there was no escaping

Sometimes I do, Sometimes I don't. Actually, in NJ, I remember in the Vince Lomardi rest stop there is a long line of cars waiting to get to the pump. Since everything in NJ is full service, most motorists leave their cars on.
If it is freezing outside and its a short stop, I'll keep it on. If I know I'm gonna be there for awhile like filling up the entire tank, I'll shut her off.

This is a joke right... you should ask how many people smoke and play with thier lighter while filling up... then we can identify those individuals who are keeping the human race from progressing at a faster pace.

What we DON'T need, in general, is another nanny-safety law, but the reluctance of so many people to actually turn off their engines, like they should, while refueling may make a good case for having someone at the station making sure that it IS turned off before the pump can be turned on. No ignition cutoff, no sale...as simple as that.
This could be a hassle at crowded stations ( someone would have to be out in the heat or cold much of the time making sure this is done ) but IMO it is clearly preferable to the station being blown to Kingdom Come.
