The problem with this is it is just another way to tax the lower income family. Where I live, housing cost is so high that the only way one can possible think about owning a house the cost under $500K is to live way out in the country. That means you must travel a lot more miles to get to work in the down town area. Public transportation routes are also much fewer than in the more populated city area where housing cost are upward of $600K. Those that are wealthy enough to be able to live closer to the major city has the benefit of traveling less miles to get to work as well as better public transportation options. Those that can't afford to live closer to the city will have to pay more money to drive to work.
