Montoya does not "own" road courses. He just happen to win the one at Infineon this year with lucky/good pit strategy. Since he's from F1, he's better than old bags who only know how to turn left but he is certainly not the best road racer in NASCAR.
I agree... he's got a leg up on the majority of the group, but I'm not sure if he's the best of the high profile names.
