I honestly don't care what the brand is, so long as it works the way it should and I want it to...

PTE / Garret / Mitsubishi - i've had excellent luck with all of their turbos
Tial makes great wastegates
HKS / Greddy / Turbo XS for bov's
Apexi / AEM for tuning / management

all those other names really don't mean a lot to me...

HKS (great everything)
APEXi (love the electronics)
Tanabe (damn them for not making elec. var. susp. for the SC)
Tein (hooray for CS + EDFC)
Mugen (only for Honda, but damn good parts)
Recaro (way more comfortable/attractive than Sparco or Bride)
TenzoR (great bang for the buck)
Origin Labs (except for the aggressive line)
Auto Couture (mostly too expensive, but I like 'em anyway)
Konig (show)
Enkei (go)
Veilside (back in the day)
Garrett/Turbonetics (I refuse to buy anything Greddy)
NKG (only plugs I buy)
Brembo (although Rotora is up there...)
Alpine (we need more type X)
Polk/MOMO (awesome build quality)
JL (suck it, Kicker)

Of course, this list is only parts my friends or I have used, and doesn't include European or domestic brands like Roush, Holley, Borla, Stillen, etc.

I'm sure there's more, but I can't think of any right now.

Mitsubishi, more so than with most automakers, has been designing and building their own turbos for years. Part of this goes back to World War II, when they built combat aircraft for the Japanese military with turbo/supercharged engines.

Garret, as you point out, has also been in that buisness for some time....and their turbos are quite popular with automakers too.

Brabus & Techart. My IS is the first jap car that our household ever owned, so I am not used to japanese tuners yet.
