Arnold Schwarzenegger isn't as much fun as a Governor as he was in The Terminator... just ask California's teen drivers. The former action movie star has signed a new bill -- which we told you about in August -- into law, making it illegal for anyone aged 16 or 17 to use a mobile phone, pager, laptop, or handheld computer while driving a vehicle. Effective July 1, 2008 (the same day that California's ban on non-hands-free mobile-use while driving takes effect), the state will begin to fine offenders $20 for their first incident, and $50 for each recurrent violation. The law is targeting teen drivers due to the wealth of statistics that demonstrate young motorists are more likely to end up in car accidents which result in death. According to reports, 13.6-percent of all fatal accidents are caused by teenagers, and studies show that car crashes are the leading cause of death for people between the ages of 16-19. "The simple fact is that teenage drivers are more easily distracted," said Schwarzenegger in a statement, adding, "We want to eliminate any extra distractions so they can focus on paying attention to the road and being good drivers." He then paused and remarked, "We just don't want to say 'Hasta la vista, baby' to young drivers anymore."

I personally do not see this as a bad thing. Others will argue that its infringing on our freedoms.

No problems whatsoever with it. I think there should be far more restrictions placed on driving. Especially licensing. Better than half the people on the road should not be.

But on this specific issue, many states have stricter requirements for minor drivers. More driver education required before a license is available, no friends in the car, no driving after dark, etc. In most cases, the laws are written that no one under 18 can get a license EXCEPT...

And there's a reason for that. Teenage drivers are a menace. We all know this because we all were one at some time. Limiting their privileges behind the wheel is a good way of keeping them, and us, safe.

i can't seem to understand, why only teen drivers and not all?

+1 Some retard on a cell almost T-boned me when at an intersection. If I didn't see him barreling down when the light was yellow and stop my turn, he definitely would've hit me. Never even hit the brakes...

Good question Stupid and incompetent drivers come in all ages

Just the other day, saw a girl looking DOWN (not even holding the phone up in the air) and texting while driving.

Whoa, I slowed way behind her.....got far away as I could from her!!!

Just a thought-since they're under 18, they can't vote

ok so i didn't miss anything. it's just a completely stupid concept to think that once a person gets over 20 yr old, then they are good enough to talk on the phone or even text msg when they drive.

Good move.
It also states in the article that CA is banning non-hands-free devices while driving, this I think is a perfect medium.

A good law, IMO, but virtually unenforceable. Teens will just laugh at this and keep on doing their things....as will many adults as well.

Even if it is enforceable, the fine is more laughable at ~$25!! That fine also goes for the cell phone while driving that's about to go into effect here next summer. That isn't much of a deterant.

Time to get myself some bloothtooh earphones.

I'm all for this law. The law doesn't state that only teenagers are the problem. It just so happens that the risk is a lot higher in teens. This is just the general idea.
