PHOENIX, AZ - Department of Public Safety officers continue to investigate a deadly accident on Interstate 10 in Phoenix that they say is the worst they've seen in 21 years.
The accident happened just after 4:30 a.m. Thursday on the westbound I-10 near 24th Street.
"We don't know if any impairment was involved," said Sgt. Harold Sanders with the Department of Public Safety. "We do not know why he stopped on the roadway. The investigation is going to look at the vehicle to determine if it suffered some noticeable problem that caused it to stop."
The victim, now identified as Byron Yellowhair, was hit and killed walking on the freeway near Sky Harbor Airport; the crime scene stretched to Buckeye Road at the Interstate 17 split.
Department of Public Safety Sergeant Ann FitzGerald told ABC15 they had received calls of a man walking on the freeway early in the morning.
Before officers arrived to slow traffic and get the man off the freeway, FitzGerald said he had been struck by as many as 20 to 40 different vehicles.
Five vehicles did stop and two had such extensive damage they had to be towed.
Sergeant FitzGerald said the scene was several miles long as investigators collected evidence along the roadway.
"In 21 years I haven't seen a scene like this," she said. "It's horrific."
Witnesses told officers Yellowhair had been 'wandering in and out of traffic' before he was hit.
Investigators confirmed that a vehicle stranded about a half mile away belonged to Yellowhair.
They said it appears the SUV had been involved in an accident but aren't sure yet if the accident happened just before the man got out of the vehicle.
The Yellowhair's driver's license was found on the roadway.
Traffic was re-routed around that stretch of freeway for several hours during the morning commute, but the freeway has since reopened.
Linda Gorman, spokesperson for AAA Arizona, says drivers should always remain in their car if it stalls while on the interstate.
"Those cars are going 75 MPH," said Gorman.
"Your chances are living are better if you are in your vehicle buckled than as a pedestrian with no protection."

this guy must have been a DBAG. He was an alcoholic who had just gotten off of house arrest (per another news report), and was planning to go into teaching, lol. I think it was suicide - who else is stupid enough to play frogger during rush hour in the dark? I'm sure this really f'd up the people who hit him and saw body parts flying, too. I caught the tail end of the backup on my way to work and was pissed cause I thought some tool wrecked his car again - no sympathy for people who cause accidents on freeways and hose thousands of others, grrrrr
