That's a targa. T-tops are the ones with the bars. T-top does not mean targa top. T-tops are called t-tops because of the "t-shaped" bar between the two removable sections.

Imo it seems like they gave up the concept look 2 fit the budget I mean honda did a better concept look with the civic and I hate the new one's! Looks like a egg with wheels!

so the targa top is the whole panel and the t-top is the 2-panel one? (sorry i never bothered to learn the difference and i'm feeling really stupid about it rite now)

Yup that's right. No need to feel stupid, it's pretty common for people to assume T-top stood fro Targa-top. I mean they are pretty similar in design just one is a once piece section that is removed and the other is two pieces and retains a structural bar between the rear glass and front glass.
