Correct. The main factor in stopping on snow/ice is the friction/adhesion level of the tires and type/amount of braking force used, not how many wheels are driven. That is how ABS works....the computer pumps the brakes rapidly on and off at the exact instant the wheels start to lock up, thereby giving both max braking coefficient that the tires are capable of on that particular surface and preserving steering control as well. There is usually no advantage to locking wheels up on slick surfaces, like with conventional brakes.....they won't stop you any quicker that way, and you could slide into something without control.
