I think the difference between the 2 factories is that Toyota would actually try to do something about the problem, where as GM would say we want to hear your problem but do nothing about it.

I think it will head toward that direction eventually. The government is try to keep these American car companies in business for now, but they know as well as we all know that one or maybe even two of the big 3 will not be around for much longer or maybe they will be in business in a much small capacity. If these car companies dies out slowly, the economy can take the small shocks. If 1 or 2 of them suddenly close its doors, the economy will go into deeper recession.
