Letter sounds fair. It did enter the US and it has to comply with smog etc.... Afterall, we're all about going green right? I guess that person can only drive that thing on the drags and/or the track but definitely not on public streets.

you can always use it as a grey market vehicle for "offroad" use only. then go from there. my .02
