OH MY GOD I KNOW HIM!!! I used to lifeguard at North Ave Beach (in chicago) and he was always parked in the lot. A complete regular or beach bum. Always driving with his shirt off and a short-*** gold rope chain. He's loaded or something and just hangs out all day. This is hilarious. I'ma make fun of him next time I see him. HA!!!!!!
