i believe all states should institute a gran turismo-style license testing system, in addition to the pre-existing driver's license classes.

for example, the driver of the GT-R would be automatically be demoted to the rookie class. crash a GT-R, lose your priviledge.

the driver of the evo, however, would be automatically be promoted to the veteran class.
