Looks like one of the former RWD Impala SS models. He's probably doing that nonsense so that he (my guess is that it's a male, as women are generally not allowed to drive in Saudi Arabia) can hog the road and keep others from passing him. It might even (?) be a Saudi prince.....no one would dare pull any road rage on him.

That, of course, was Pontiac's slogan for years, back before the "We Build Excitement" clause came in. It actually started with the 1959 Bonneville/Star Chief, with the initial term "Longer, Lower, Wider" in an age when most standard-size American cars (not just Pontiacs) had the dimensions of an aircraft carrier.
