4) Are the headlamp washers an optional feature in your car?
I know it's a minor detail but I did notice that your car has it? Is it a standard feature or is it optional (at least for E87 that are sold in Europe)? I ask that cause I don't see it in any of the 1 series vehicles sold here. And when I asked the local dealer here (Autohaus BMW in Pasig), they told me that headlamp washers are not available for models sold in Southeast Asia.

Apologies for the late reply. Life is quite hectic at work this week.
I paid slightly above € 16,000 for the car. The price was relatively cheap because this car is a 2009 model and was "relegated" to demo car duty. The many drivers, miles and usage have drastically lowered the price. The new price of a base (no options) BMW 118d with the German VAT is above € 25,000. I don't know about you, but I feel I got a good deal on the machine.
I have not looked at cheaper alternatives from a non-premium brand to be honest. The 118d could be described as an "impulse buy" - I liked the 118i I tested during the summer and I liked the 1 series as a whole. For me, after the C5, this was it - the only choice.
The only other small premium car I have experience with is the diesel Mercedes B class of my in-laws. I've never driven it but there is ample leg and head space in the rear. A very comfortable car with a very soft suspension and a relatively quiet engine too. That's about all I can tell you about it.

They might be about the same.
In reality the leg space at the rear of the 1er would be ok if the driver upfront wasn't so tall. I suspect this might be true of the IS, too, since my sister is also relatively tall and has her seat pushed back all the way in her '250.
