I would just go with option 1 and stay on the legal side of that line. It doesn't seem worth the hassle to tuck it in that much if it will mean getting pulled over or ticketed.
Maybe it's the angle of the photo as well, but #2 looks a bit off to me.

lol, around here bikes get pulled over all the time. If I'm doing something that could get me pulled over I'm way happier to do it with a bike around because he'll totally get pulled over first.

I vote Postion 1. I think bikes with plates that far forward look kinda dumb. It's like you're intentially trying to hide it from the authorities. Don't give them a[nother] reason to pull you over.
While tail light integrators look kinda cool, especially the LED type - I don't think they're noticable or visable enough. If you plan on commuting and are amongst the traffic, there's a good chance they aren't goiing to notice your indicator (assuming they notice you in the first place).
If the bike is truely a toy and it only used on weekend jaunts and canyon carving, integrators aren't too bad then.

Glad you went the legal way. I actually walk the line. I have mine zip tied on, just tight enough so it does not swing, but just loose enough so that I can reach back and lift it up...not that I would do that or anything!
