Educate me on wheel offset

I really do not know about this at all so can anyone explain to me in laymen term what it mean really.
Say I current car ride on 215/50/17, 5x114 bolt pattern with 45mm offset.
If I have another set of tires say 215/50/17, 5X114 bolt pattern with offset of 40mm .. what does this do to a car? or if offset is 50mm what would that do?

widths and offsets always go together
in your example, the width of the wheel is missing. ASSUME it's the same width, then the 40mm wheel will sit 5mm more outward. the 50mm wheel will sit 5mm more inward (compared to the current 45mm)
again, if the widths aren't the same, then it's a whole new game
