Since California is one of those states where the license plate stays with the car essentially for life, is there a way to apply for a different plate or a vanity plate? Maybe the dealer would be willing to foot the bill.

not really, you can always go to dmv and just get a new plate for the car

It's easy to get new plates, I've done it both ways in CA:

1. Bring in 1 plate damaged (or say it was lost) and ask for replacements, they will automatically assign new plates with new plate numbers. This is the cheapest way.

2. On my Lexus my CPO car came with plate numbers I didn't like. So I applied for "Lake Tahoe" plates (cost me an extra $40 every year), and again they automatically assigned new plate numbers on those fancy plates.

Therefore plates on CA cars often do not stay with the car for the life of the car.

yea in PA all the stuff for a car is tied to the plates. its very easy to get new plates in PA. all you have to do is say you lost your old one or it got stolen.
