Always get the other drivers insurance information. From there, you can both decide if you want to handle it out of pocket or not, and if things go south you have his insurance information and are able to go that route. If he has no insurance or can't show proof at that point then call the police and have an accident report filed. Why anyone involved in an accident fails to get the other drivers insurance information is beyond me. I'm also not sure why people don't call the police and get an accident report filed. First thing my insurance company asks me whenever I used to file a claim is if I have a police report. Obviously it must be a pretty important document.

Also if you are going through insurance, it will quickly become less civil and it helps to have the law on your side. I would claim insurance not just for damage but also depreciation since the accident will now be on the record. This claim will escalate because the other person didn't settle quickly.

In many parts of the country (including mine), police generally don't respond to accidents on private property, unless there are significant injuries or some type of criminal activity involved (drugs, alcohol, assault/battery, etc....). Since this case involved a casino and (apparantly) a privately-owned parking lot, that was (probably) the case.

Either settle with cash at the accident scene ( not right but it is the best solution )
or get his insurance and written statement about the accident, and file the ins claim asap. ( most drivers feel guilty at the time of accident, but WILL 99% deny it later, so try to get a statement right away and have him sign it ) I am an insurance agent for 8 yrs and I see this kind of story every so often.

No such thing as "private property" even when it comes down to a small fender bender.
If you really want the police to respond then they will respond and fill out a quick police report.
They may take longer to respond because law enforcement responds to the most serious/needed ocassion first.
ALWAYS call the police when youre in an accident not matter the seriousness...cover your butt.
Calling the police DAYS AFTER the accident wont serve you any good.
