Something tells me the OP's girl isnt wanting a Hyundai XG300/350, Kia Amanti, or Buick. If she wants to stick with Honda Id go TSX over the 99-03 TL's. If she can swing it, the 04+ TL's are really nice.

The 1Gens, IMO, are somewhat better than the 2Gen and 3Gen models in build quality. But, by now, some of them are getting pretty old and will likely need a number of parts replaced.....especially parts that wear out with age and weathering instead of miles.
Yes, and given the $10K price criteria (regardless of car selected), of course comes the risk of parts replacements and repairs beyond routine maintenance.
I don't think she can get an '04+ TL for under $10k. There is price she will have to pay. Plus the 3rd gen TL manual has gear synchro problems (2nd and 3rd gear pop / grind). It's a cheap quality poorly designed junk. Honda Civic/Accord manual tranny's have similar problems too so I would avoid getting the manual.
She'd have to shell out between 12-15k for a TL. Slightly above budget, but not too terrible. You're right about the glass tranny though.
Anything "nice" for 10k is going to be older. I may be wrong, but I think she will also be looking for a certain style vs. just comfort or affordability. If she doesnt mind something a bit on the large side you can find 02+ LS430's for about 12k-15k now. Even with 90k+ miles thats a whole lotta car for a very good price.
