As for the ticket, I'm going to say it ended up depending on the faith of both the offender and the officer.

Leaving a late service at church a couple of years ago where I'd been working on the camera crew for the broadcast ministry, I had just pulled out of the parking lot when I was stopped by one of the notoriously rabid "village" cops over in West Houston. I'm sunk; not only do these cops wring large fines out of drivers passing through their exclusive little communities, they will toss you in jail overnight to reinforce their point even on the smallest violation. These guys will write you for any and everything, including stuff your grandmother did while crossing the plains in a Conestoga wagon. I was driving my wife's minivan, unaware that she carried all of her documentation (insurance, registration) in her purse. As the red and blue lights flashed behind me, i thought, "I'm going to jail."
The officer came to my deeply tinted window and asked for my registration and insurance . . . at which point he sort of took a step back before I could even start my litany of excuses, and interrupted himself. "The reason I stopped you is because you have a license plate light out . . . I see you have a backup camera and probably they disconnected it when they installed it." I installed that camera myself a year earlier, and both it and the lights had been working fine, but before I could even incriminate myself, he thanked me and sent me on my way.
Wondering how I could have possibly have dodged a bullet here, I pulled under a street lamp a few blocks away and noticed I still had my name tag and security card from our church dangling from my shirt pocket. The cop had obviously seen it, and whether he was a brother in Christ, or simply unwilling to tag the largest employer (and taxpayer) in his jurisdiction, remains a mystery. Not only did he not want to see my papers, he provided me with an excuse and left.
Maybe it was my Jedi mind trick . . . These are not the droids you are looking for.

Are you sure they were attending church or did they just pull in that parking lot to get out of the way of traffic?

Um, it's tithes, not tides. I agree that the car probably just pulled into the nearest parking lot to get out of traffic. I've done the same thing. You and the cop are just targets for passing traffic when you pull over on the street. Some people simply drive toward what the are looking at. They see flashing lights on the side of the road and can't help driving right toward them. This is one of the reasons states have enacted the move-over laws on multi-lane roads.
