While, granted, we don't know all the specifics of THIS case, and what applies to it, in general, the problem seems to be that too many people are out on the roads that should have been locked up a long time ago.

On a slightly different note (no pun intended), his name reminds me of an old song by Johnny Cash...."A Boy Named Sue", which was about a boy with a weird name, and how he dealt with it.
