Whats that for, as for everything I read, Dubai is a city, what are they venturing off the pavement for, the only dirt and gravel their tires see is probably when they pull off to the side of the road

and another question, who do they pull over, I have read so many conflicting things, having money and power and doing anything you want, and the cops can't touch you, then you got all the drifting videos on public roads

 

They have to keep the common labor and maids/nannies in check.

 

Bear in mind, this is Abu Dhabi, not Dubai. It is a large city but the outlying areas are populated by the have-nots. Most of these areas have unpaved/imperfect roads and a lot of smugglers travel over land as well.
