you have no idea about the red light cameras here in cali (or at least LA, OC). it takes pictures of the front, the rear, and also a zoomed in picture of the driver. and yes, it's very clear it's not funny. i have seen picture of my friend running a light. it's incredibly clear, no way he could get away with it (by saying unsure driver identity)

Red Lights camera actually end up causing more accidents because if the light suddenly turns yellow people hit their brakes abruptly causing the person behind to rear end them.
They also said the reason they never make revenue is because people can just choice community service instead of paying the fine, and half of the revenue goes the camera company.
Another idiotic idea by our legislators that isn't working, but what else can you expect from inept politicians!

It's actually even more extreme than you described. Some cameras also have video, so when they send you a citation, they also send you a link where you can log in and see yourself in action. Sometimes you can use it to argue the ticket so it can be used to your advantage.

(That may also explain the popularity of tinted windows)
Fortunately, in my state, we have a small budgetary surplus this year, even with the cameras we got....one of the few, if not the only state, to have a surplus. And the camera-network, here, is not that dense.....VA state law only allows one in active use for every 10,000 local population.
