Fleet sales in auto sales reports

I was reading an article on automobile magazine and I was wondering whether fleet sales inflate the overall sale figures, making the company appear as if they're selling to more customers then other manufacturers?

The problem, however, lies with what follows afterward. Fleets don't usually purchase vehicles year-round; once their batch of vehicles are built and delivered, they likely won't return for a new order for another 6-12 months. Automakers are then forced to rely more upon retail volumes, and those volumes at both GM and Chrysler haven't grown proportionately with fleet sales. Automotive News says GM's retail sales have slipped by less than 1 percent, while Chrysler's volumes have dropped by roughly 19 percent.
Other automakers have a much more favorable balance of retail and fleet sales. Hyundai's fleet sales comprise 16 percent of total sales figures; 9 percent of Toyota's volumes are tied with fleet purchases. Honda's fleet volumes are reportedly in the neighborhood of 2 -- yes, 2 -- percent.

Its clear FLEET sales are propping results up which is misleading in regards to retail sales. Nissan is up huge, Hyundai down huge. GM/Chrysler still in the fleet tons and Honda/Toyota flat.
In Europe Fleet sales are like 50% of the sales in Germany in regards to BMW/Audi/Benz.

... I have recently read in UK trade magazine that retail sales of Toyota in GB are 4th place but overall sales are 8th place (including fleet sales). Thats just HUGE difference.
Average fleet discount in Germany is 30%. Thats why we eastern europeans get to buy 2 year old German executive cars for 50% lesser price plus taxback of 19%.
