I can't see why it would be illegal. Pontiac for example used to have lit up "Pontiac" labels across the back of their cars.

blue lights on the front of the car I know are illegal....not sure about the back.
as for how it lites up, you can't see individual LEDs, it looks like the whole thing lights up.
purchased from RHDJAPAN.COM (yes its pricey, but I thought I'd splurge)
