Good question, but most of the bait cars I've seen on those TV shows like Cops and such didn't have the keys in the car. They just had the car open, and most with already broken ignitions to make it easy to start with a screw driver. I guess one could argue in that case if the Police left a screwdriver in the car that could be considered the "Keys" to the car now.

If you leave your doors unlocked on your house it's ok for people to break in.
If you leave your keys in your car it's ok for people to steal it.
If you leave your kid in the front yard while you go in for a coke from the fridge, it's ok for someone to kidnap them.

While it may not be illegal to leave your front door unlocked and have all of your possessions stolen...
Would you really argue that it's NOT a gun-owner's fault if he leaves a loaded gun on his front porch and some neighbor kid steals it and shoots his little sister with it?

dumb law. so instead of punishing the guy who committed the crime, its the persons fault who left it unattended?
now i agree leaving your keys in your car is dumb and at no point should it ever be done (at least imo). I dont care if i run into the house for a minute or into a store, i always turn my car off, all windows up and doors locked.
