The passing lane isn't for driving anyway. Stay out of it unless you're passing. If you're continually passing sure stay in the left lane but if you're continually passing you're probably speeding.
Traffic is caused by people driving in the passing lane. Yes mostly by people who are driving slow but if someone is going fast and not passing someone and camping in the lane it's not allowing others to pass (yes some people want to drive faster than you). I don't like the mindset of anyone thinking the left lane is a "fast lane." It's not.
This is an example that has occurred to me before:
One person camps out in the fast lane doing 10 over the limit. Another person is speed matching them in lane next to them. The person speed matching is kicking up rocks (maybe they were driving through a quarry before getting on the highway). I'm behind the person speed matching getting the crap kicked out of my front bumper and windshield. The only way I can get around this is by passing on the right which is illegal.
Another example, someone is swerving/riding lanes (don't know the cause could be bad driving or drunk driving). The person in the passing lane isn't allowing anyone to pass because they're keeping just enough distance between them and drunkie but not enough where i can get between them. It's much easier to avoid an accident if you're in front of drunkie and not after when they've struck something and you have to panic brake or swerve around their mangled car.
If someone wants to pass you, let them. If they want to get the ticket before you do, let them.

Lane discipline aside (and I agree that slower drivers should generally avoid the left-lane), cops are not supposed to turn on their lights or siren on unless it is a true emergency or if there is an urgent reason for them to get somewhere (several of my neighbors are cops, BTW, one a State Trooper and one with the Federal Park Police). As I see it, somebody going a few MPH slower than the prevailing traffic-flow is not a true emergency.

Most jurisdictions do not have laws preventing cops from using lights and sirens for non emergency situations. In CA for example they frequently use both for increasing safety, providing warnings and other non-emergency purposes.
In the video shown above we do not know if and what situation the officer was being called on to respond to.
I am glad to see the officer in the video giving the incompetent driver a nice little warning without a written citation.

My friend here said that cops are SUPPOSED to go over the speed limit when on highways to make their 'rounds'. I'd never heard of this, but as someone who likes to follow the 65mph local speedlimit, it's disheartening to see a cop fly by me at 80mph on his cell phone; knowing full well if the roles were reversed, I would be pulled over and issued a ticket. They need undercover cop cops. Folks who track police officers making sure they don't abuse the law.
