Tax credits are not taxable income, nor do they depend on tax brackets. A tax credit comes off the bottom line, so if you owed 10,000 in tax, you would only pay 2,500 after your tax credit. If it is a refundable tax credit, you can get back more than what you owe, so if you owed 5,000, you would get 2,500 paid to you. Some tax credits are refundable and some aren't. I assume the EV tax credit would be refundable, like other consumer incentives.

I hate when they are referred to as "green" cars. In reality, the emissions from the creation of electricity are actually worse than the emissions of a modern car due to the fact that we still get about half our power from coal and vehicles have very effective catalytic systems these days. So the "green" cars are actually more of a burden on the environment until we switch to cleaner energy, which isn't likely. They reduce our gasoline use, but they are not saving the planet by any means.
