Although much of the L.A./SoCal area is high-risk, I'm surprised to see that Compton, CA is not in the top 20. I regularly watch the Cable-TV "Bait-Car" series, where police use electronically-rigged vehicles in set-up-stings to catch car thieves, and more of the shows seem to come from Compton than any other single town. Compton is known for a lot of gang activity, and gangs, of course, often steal cars for use in drug-running.

doesn't surprise me the left coast is so well represented, as property rights have all but been destroyed there and california's govt has sucked most of the money out of its legal residents (and given a chunk back to its illegal residents).

Good point, Paul. Even the past-Governor (Arnold Shawarzneggar) had to give up his Hummers because of Arianna Huffington's column and the fact that it's not considered politically in CA to drive large SUVs.

Surprised Miami isn't on the list.
I think because they have a lot of small municipalities in the dataset, you probably end up with some which just have bad demographics. So while Miami has a lot of car theft, it also has a lot of safe areas and a big denominator. Doesn't mean that your car is safe parked in Little Haiti.
