Specifically, five of the six total trim levels will be rated 54 mpg city, 50 highway, 52 combined, and the lighter Prius Two Eco promises 58 city, 53 highway, 56 combined.

No Prius C is a separate model. Prius Two is a Trim, and the Eco is an additional Trim level in the standard Prius liftback family. Focuses on lightweighting to achieve the additional MPG gains. You can't get the heavy safety/technology equipment, etc.

The current gen Prius has five trim levels (Two through Five, and a Persona trim), each with different amenities that, of course, adds cost.
To call one Two Eco would be the lowest trim level, and the Eco suffix would probably entail some features that would promote further fuel saving, such as smaller tires, different engine mapping, perhaps a more aerodynamic body kit, and even some lightweight choices such as cloth versus leather, manual seats instead of electric ones.
