BR-Z > FR-S just due to option packages.

I'd strongly recommend a C5 Z06. Preferably a 2002-2004 model. Built like a tank, performs like a champ.

If he's looking for a new vehicle, then I'd steer him towards the Subaru WRX, or as others mentioned, the BRZ.

Since he came from a Honda Accord, I reckon he still requests practicality. I say Subaru Impreza WRX wagon would be a great choice, and it only came with manual transmission.

+1, can't beat the bang for buck, of a Z06.

If only looking at new, like others said go BRZ/FR-S.

Then there is the other much older option for 30K, the NSX !

He like Honda's, right ? At least he should go out and drive one...

+10 on the Vette... But...

Is he paying cash or financing? Loans on an 8-10 year old vehicle can be expensive, I work for a dealer group and we can't easily finance an 02, we could probably get 48 months on an 04 through Chase Custom or Capital one... We'd probably get an 80% advance of NADA Clean trade at 8-9% buy rate and you'd better have damn good credit.

Meanwhile we roll used 2010s under 5% all day long with 700 scores...
