Well, assuming he keeps the same car, the excise tax could be age based.

Here in Utah the annual registration fee decreases with the age of the vehicle. My 92 costs about $67 a year to register. A brand new car would be in the $150-200 range (I'd have to look at the schedule to be sure).

Because the taxes are based on CO2 emissions and car manufacturers are reducing these year on year, meaning new models fall into lower tax bands. As I said I now pay less for 2 cars than I did for one in 2007.
Companies like BMW have been particularly successful in producing models that fall into the lowest taxation bands for CO2, making them popular as a company car choice. And, of course, Toyota and Lexus' hybrids are often zero-rated for VED.

No they don't. The old Routemasters were withdrawn in the 70s and the engines on the traditional black cabs are modern Nissans generally.

A new fleet of 600 Routemasters to replace the hated "bendy-buses" has been ordered and these are very quiet diesel hybrids.

so poor people who can't afford a new less CO2-emitting vehicle, get hit the hardest, right?

yes... basically here in Europe we have big taxes on cars and they are now mostly based on consumption (co2 is product of consumption, nothing else), so if you get new car, it will most certainly have less consumption and you will pay less.

if you dont have money to buy new car, sucks to be you. Something that could never be done in the USA :-)

No, vehicles registered before mid-2001 qualify for a reduced VED rate. Also there was a scrappage scheme to get people out of old, more polluting vehicles into more fuel efficient ones.
