Possibly. But I don't see many, if any other signs of flood-damage around it. And there would have probably been more damage to the car's paint-job, which still looks almost pristine.
Another possibility, IMO, is the rear-end of the car being lifted up by a tow-truck driver, and then an error or slip-up allowing the rear end to go sideways and get hung-up on the hydrant. Of course, Ford Fusions, being FWD/AWD, are supposed to be towed with the front end up (or on a flat-bed), not the rear-end...but an idiot tow-truck driver may not have known that...or cared.

The car has New York plates. Like others have said it was lifted by Hurricane Sandy. Its probably on this airstrip now, waiting to be auctioned off with other 15,000 flooded cars.
