I can't find the story on google, but there was a driver in Cali a few years ago who had one of these devices. CalTrans couldn't figure out why the light son a certain stretch of road continually went out of sync each day at certain times... until they reviewed the cameras and found one pickup truck changing them. IIRC, they fined him $25 for misusing the emergency vehicle light changer.
