This same thing happens with many manufacturers when they release a new version of a sporty car. The higher performance trims don't come out until after the car has been in production for a year or two.
For example, when the C7 Corvette comes out later this year, there will be no Z06 available for at least the first model year. Every time (I know of) that a new 3-series iteration is launched, there is no M3 for a couple years.
Why don't people think Lexus is doing the same thing?

Yawn.
Just soooo many great options out there at the moment. If Lexus doesn't commit to something buyers will simply pick something else up, myself included. If there was something concrete available, say by end of year or early spring, I'd postpone a decision. If not, a German marque will get more money sadly.

Just because something is "no longer offered" doesn't mean it's gone for good. Yes, it's common for a year or two hiatus on some of the M cars between the last year of the previous gen being offered and the first version of a new one being available. I'm sure the IS-F will be back, without even having read any of the dozens of links saying that it will be. Lexus would be stupid not to continue it.

I can't see Lexus making a new ISF, I highly doubt it is in the cards. It did ok but it didn't do great and these high performancce cars are a bit of a drain on resources.

We all know by now that Lexus is usually super secretive about their new models, and yes I never like that either ......

They probably just want to see how well the new IS will do. Which is why they said there is no plans for the IS-F. Remember they were saying the same about the GS-F, and it is coming now.
But I've noticed that Lexus has tendency to drop everything that does not sell in high volume. I understand that sales are important. Afterall, this is the their product and they want it to sell well. However, killing things so fast without even trying I think is just wrong.
SC, HS, GS460, (hopefully not the IS-F)
