I have a pilot's license (and a former Ground Instructor rating), so I could probably use it in both car and aircraft modes. But I'm not impressed with the design of that parachute/wing. It looks flimsy and potentially dangerous to me. designs like that can flap hard in a strong wind or in wind-shear/thermals, fold under itself, lose all lift, and down you go...that is a common cause of hang-gliding and ultralight accidents.
Another reason, BTW, for restricting it to 10,000 feet MSL (which the article didn't point out) is that an oxygen mask (and, depending on the temperature, cabin heating or insulated clothing) is often needed above 10,000 feet.
