crazy. I wouldnt expect them to have money for street lights . The country is in bad shape

Yeah I'm aware of that......and parts of this Metro Manila are chaotic as hell

However, Ethiopia is currently in worse shape compared to the Philippines. In an African context as well, countries like South Africa and Kenya fare better at the moment than Ethiopia.
