Seriously, in most cases, for a number of reasons, it makes more sense to get new ones....and some states don't allow plate-ransfer.

I kept mine
The new plates are obnoxious looking here in Georgia.
Georgia plates are no longer stamped out with a three-dimensional look(cost savings).
I read complaints when this change happened (several years ago) that counterfeiting would be easier???
Is the flat printed plate the standard everywhere now?

In California you can continue to use the previous owner's plates.
The only time I ordered new plates is when I bought a pre-owned Lexus that only had a rear plate (CA law requires front and rear plates). There's no way to get just one plate made, so I had to order a new pair of license plates.
Also, I'd hate to learn that the other old plate was found at the scene of a crime, or something like that.
In retrospect, it does sound like a good idea to always get a new set of plates, and it is interesting that some states require that, even if it is a small additional cost/paperwork during the vehicle purchase process.
In CA, I suppose it is possible if the previous owner got a traffic-camera ticket and sold the vehicle immediately thereafter, the ticket might be delivered to the new owner who would then have to prove he didn't own the vehicle at the time.
