Legal or Not: License plate with no state name

I saw plenty of European style plates that people had made with their state issued number on it in Texas. These came from online companies, but they are not legal. They got away with it in Houston because police don't do road patrol, and they just don't care. Michigan I know if you have a original Michigan plate from the year of your vintage car you can register that plate. Ie a 1969 plate on your 1969 Camaro. They can't be remakes though. Also about plate frames . A lot of states have made them illegal. Many others they are illegal if they block any part of lettering or numbers on the plate. This includes state of issue, and registration sticker/stickers.
