Must be a relatively new trim-package. I've never seen one at that price...nor have I actually seen an RR at that price. But, hey, if you were able to get a shot of an actual 209K price-sticker, I'm certainly not going to argue with that.
Not surprising. Bethesda is suburban MD's Tysons Corner....a big money business area. The richest people live out in Potomac and along River Road, but the richest business are arguably in Bethesda.
The full time AWD and heavy weight really wears out tires quickly...and brakes/rotors if city-driven. Maintenance is expensive, fuel mileage is rather poor and the multiple batteries can sometimes need to be replaced often, but other than that - it's very nice...

You'd be surprised that a lot of wealthier people nowadays are choosing to live in Bethesda over Potomac. The Potomac real estate market has really struggled over the last 10 years while Bethesda has exploded. People don't want to be far out, and they don't want sprawling 10k+ square foot mansions with huge grounds to care for, etc.
As for the RR, they sell a prepaid maintenance contract that isnt bad. Includes brakes and all too...

lol...there are plenty of SVs (and the non-SV supercharged model that start at $179k) on the road. The SV has been on the market for 4+ years. This is exactly why Rolls Royce and Bentley entered the market. Range Rover and the Mercedes Benz G65 had the $200k + SUV market all to themselves.
The SV is understated (no crazy vehicle kit on purpose). You have to look at the badge. Similarly, you have to do the same thing with the G to know if it is a 550, G63 or G65.
