Depends on what context you are using it. Some of that is outdated thinking. I agree that larger, normally-aspirated powerplants are better for most driving and for general refinement and smoothness. But a smaller (fewer cubic inches) power plant, with one or two well-designed urbos on it, can sometimes produce markedly more power and lower 0-60 times.. Look at many turbo fours, today, are outrunning larger N/A V6s....and how many turbo V6s are outrunning N/A V8s. Right there's your proof.

Of course, large-displacement engines with turbos are often the quickest of all (notice, for example, the Bugatti Veyron, a V16 with four turbos). But the average car, of course, doesn't cost a million dollars.
