Coronavirus hasn't stopped BEV advancements but it stopped hydrogen? Uh huh.

The Japan Olympics were supposed to be a showcase of hybrid, battery and fuel cell by Toyota. . Buses and athletes village along with the flame were supposed to be hydrogen powered. There were supposed to be a ton of battery smaller cars 2-1 over fuel cell. And there were supposed to be some hybrids as well. Coronavirus messed it all up.
If anything, Toyota probably re-assessed their Hydrogen strategy and incorporated more BEV to meet market demand. Good companies are always re-assessing every year.

To be fair, TMC's hydrogen strategy has never been based on market demand. TMC has been developing hydrogen technology for decades and a lot of their focus has been on heavy machinery (similar to how the Korean automakers have deployed it in buses), industrial applications, and even maritime and space applications. TMC knows the technology and believes it is a strength, and it's not just about consumer automobiles. The Mirai is really just the public, consumer-facing marketing gimmick.

TMC has no such technological advantage in BEVs (especially not lithium ion / cobalt batteries) and they know a fight with Tesla is impossible given supply constraints. But TMC has admitted they underestimated consumer demand for BEVs, and as you stated that's probably why they've been pushing harder on PHEVs.
