This description doesn't say how "4HIGH" operates, it just says its "4HIGH", well the 4 Runner switch says "4HIGH" and that is a system that allows sensing for slippage.

I bet "4HIGH" operates as fulltime AWD.
On the dash there is no Center diff lock. And Toyota refers to the system as part time. So no full time 4H.
here is the outgoing model with the locking diff. Same with the 1st Gen Seq
I find it hard to believe Toyota wouldn't provide a 4WD option that could be used on dry roads, rain, etc.
No it does not. The 4H locks the diff. This is the pure essence and very definition of part-time 4WD

Non limited 4Rs can’t be driven on dry roads or rain either. Same with Tacoma and Tundra. 1st and 2nd Gen Sequoia it was possible but it was very misleading thanks to Toyota.
Looking at the 2022 Tundra manual, you appear to be right. They call that switch the "front wheel drive control switch" meaning, adding front wheels to the drive situation. 4H is clearly limited to use on slippery road surfaces, which rain is not included. Wow.

This is exactly what is so frustrating about Toyota. They have the set ups for some like multi mode, or the option for full time like limited 4R. . But then they toyotally shaft when they want too.

Toyota even gives you something so special in the 4R Pro in that you can manually shift to 4WD by a connected lever with no electrical connection. Such an odd company sometimes
I've happily lived with the part time 4WD system in both my Tacoma and now my Tundra, so I'm not concerned there, but why oh why can't Toyota do better on third row seats? This would still work fine for us, but there is no denying that this third row is a compromise compared to some of the other options out there. I'd still buy it, as the 3rd row isn't critical for me, but in this size of vehicle, I feel like it should be better.
But I'm completely won over by the powertrain and styling of this thing.
I just can't see buying a utility vehicle and not being able to put it in a 4WD auto mode when driving in the rain...as much as I really like this. I'd rather my wife not be driving my kids in a vehicle that will 98% of the time be RWD.
Third row and cargo area are a direct result of the live axle.
