Now, if he/we were drunk or something like that, it would be a different story but that does not appear to be the case here.

think what you want, but that's not true. i want ANYONE who runs a red light on a u-turn in a honking great SUV and runs over another car and into other cars and causes a woman to end up in hospital to have some consequences other than "oh just a ticket, no biggie, and my insurance will get the rest"...

Punishment has to fit the crime. Running a red light is a moving traffic violation and a misdemeanor, nobody is going to jail.

Remember, punishment is not meant to be vengeful. This was a mistake, an error in judgement, the woman isn't dead, just hurt. Even if she died, it was an accident, and he can be held civilly liable.
What type of punishment do you think is appropriate?

I think its safe to say the bleeding from the head was from the 6,500 lb SUV on her roof lol
