The EQS arches are painted/finished. They are gloss, they match other parts of the exterior such as the rear lower bumper as well as the door frame pillars. They are no colour-keyed to the exterior which is very difference. The Genesis on the other hard appear to be un-painted drab grey plastic.

Where did you see that they were gloss black?
GLE & GLS have unpainted wheel arches if they don't have the AMG appearance package. Its a design element denoting ruggedness.
My guess is it depends on the trim. I bet they are gloss black with the AMG appearance package and unpainted black plastic on the regular body vehicle.

My guess is you are right. Lexus does this with the NX, top trim is colour matched. Lower trim is unfinished.
As you can see on the E Class wagon, they also have unpainted arches. This is not being cheap, this is a design choice to make the vehicles look more rugged I don't mind it on this sort of vehicle:

I agree on the wagon, but SUVs I think are a different story.
i didn't mention suv's but maybe because we all have more experience seeing suvs with 'cladded' wheel arches we find it more tolerable, but all 3 suv's i've bought i got the trim with body colored wheel arches because in my opinion it looks 1000 times better.
