That's an interesting one. The wheel and engine look like an old Citroen 2CV, but not the hood itself.

The steering wheel design gives it away as a Mitsubishi product. Mitsu back then was noted for that spoke-down design...they claimed that it made it easier to see some of the instrumentation without getting blocked. I refer conventional spokes myself, though, at 3 / 6 / 9-o'clock.
