It will change, but not when its hot out. its not a "problem" its just a unique way Toyota designed the system.

Do you mean in the sense that it will default to recirc because that's max cooling? That's what it's supposed to do. I'm pretty sure (not 100%) mine changes to fresh even in the summer but it's after the car cools down.

No, it always defaults to recirc and stays on recirc unless you affirmatively switch it to outside air, regardless of what the temp is set to in auto if the exterior temp is above ~ 78 or so.
