I can imagine how bad that was. It's a problem in many places.

I was doing 70 on I-5 the other day and some hot rod BMW went zooming by me in the blink of an eye. Saw a cop on the left side in a turn out, but did he go after him? No.

It depends on where you are. Montgomery County cops? They don't care as long as you are being reasonable vs the flow of traffic. Maryland State Troopers are a little more likely to pull you over. DC cops are a little more likely to pull you over, but thats all surface streets. Cops in VA are way meaner. MTA cops that only patrol toll roads are way more likely to pull you over. Airport cops on the dulles acces/toll road, way more likely to pull you over.

Right across the river in Virginia, 82 in a 55 zone (if you got caught) would get you a Reckless Driving charge......a Class One Misdemeanor, up to a year in jail and $2500 fine, although I don't think the judge would usually lock someone up or charge the entire fine on the first offense. Anyhow, the State Code says 20+ MPH over the posted limit, or more than 85 MPH, is Reckless Driving. (it used to be in excess of 80 MPH)

They'll throw you in jail for 90MPH plus in VA, at least they have been known to do that. An auto editor from a half legit place had a Camaro and got zapped going over 90 and had to spend the weekend in jail, this was years back.

I watch that show on the Weather Channel all the time about the 401 and keeping it clear, clearing accidents etc.

Yesterday, on a main road (80km/hr speed limit), oncoming traffic was backed up a little bit at a light (I was waiting to make a left turn). When traffic started to move again, a new Chevy Suburban remained stopped for what must have been 15-20 seconds, before finally moving again. The driver and her passenger were both on their phones, and laughing when they realized they had been holding up traffic.

Two-three seconds here gets you a honk. If you don't start moving after that, you get a LOT of honking + perhaps verbal threats - which might become a reality if you show the slightest hint of a "what do you want" attitude. Eastern Europe

Oh you'll never get honked at here unless the wait is pretty ridiculous when the light turns green.

A guy honked at me in Pilsen for not driving into a truck that had right of way in a traffic circle. Fun!

Oh, you get those too, albeit very rarely - I don't think I've been honked at (yet) for not blocking an intersection when I obviously can't cross despite the green light. People generally wait for the second in line to honk, but when they do (or somebody thinks that he's done that) and there's no movement... you'd better have your ear protection on.
